Ukraine's medical guarantee programme pays for a defined list of services, but the contracts, packages and addresses live in sixteen separate open datasets that nobody reads. The service joins them and answers one question: where, near me, is this done for free.
It is built on data.gov.ua under CC-BY, published by the National Health Service of Ukraine: 17,387 contracts, 14,262 facility records with coordinates and a phone number for 99.9 per cent of them, and 85 packages.
Precision is stated on the page rather than assumed. Where a service has a package of its own the address is exact; where it hides inside general outpatient diagnostics the answer widens, and the page says which case it is.
